Q regarding strats.

Bolter Discipline Strat- does this mean my unmodified rolls of 6 on the hit roll produce a total of 3 hits? One for the hit and 2 for Strat and IF Chapter Ability?
Steady Advance- I saw someone say I can advance with Eradicators I can use a strat to say they remained stationary to still get Total Obliteration. Is this correct as I see no other strat that says when a unit advances. This one only states normal move in which case is useless for this scenario
