What should I do with cultures after intial conquest?

In general, what’s the general plan, if it’s big enough start integration seems to be the general consensus. But early game, when starting out small/medium sized, what do y’all do? I’m asking more specifically for Rome and the Sabellian, Umbrian and Etruscan cultures. Conversion seems to take a while without the right techs, and buildings so until then should I keep them as freemen? Integrate one temporarily for extra levies? Or should I just focus on converting them as early as possible?
