2 year Diploma in BEng Hons Electrical Engineering
Full Degree in Law and Finance

What should he do to be able to come to Canada?
He though of coming in as a student but is too expensive to come here as a student. He definitely cannot afford the expenses and loans he will have to take.
Are there streams in IT that allows you to get your PR in that field quickly than just applying for general PR?
Is there an effective way of coming here as a student?
What are the ways he can come here to work in IT?
Please help.
