Repeat Biometrics for Visitor Visa.

We went for my Father's biometrics for Canada Visitor visa. It was done from USA ASC. Its a group filing for myself and my brother. Both mine and brother's biometric got accepted but father got a letter saying biometric and photo was not clear and need to provide it again. At the ASC the people over there do the biometrics themselves by placing our hand on the machine. My father said it gave a greeen check mark on screen for him. Also How can a photo not be clear? Anybody else got same wierd experience?
