I am going to sponsor my spouse in her PR application (outside Canada despite being in Canada as she may have to travel back to Japan 🇯🇵 ) I already have my PR approval email but not the PR card yet.

For the moment my spouse is in Canada and we have applied for her tourist visa as her work permit had expired.

We have been living together for over a year now. We have officiated our common law union using the IMM5409 already and notarized it.

My first question is can we start our PR application while waiting for her tourist visa to get approved???? Which mean can we apply for the PR while she is on implied status waiting for her tourist visa approval?

The second question is once her visa approved can she come back using the IMM 5409 as a proof for valid explanation for being my spouse?

What else can she use as a proof of spousal relationship to border patrol if she has return back to Canada from Japan 🇯🇵?

Please note that the PR application will be for outside Canada 🇨🇦 and We already have the Canadian lease agreement, IMM 5409 , Canadian insurance with her as beneficiary and hydro bill with both of our names.
