Still didn’t receive WP-EXT letter!

I applied for my work permit on august 23rd and The only documents i received were my fee payment and submission confirmation. Its been 2mnths and I haven’t received WP-EXT letter! I am worried about this and I even raised a web form, no response and I called them it says that they have not yet started the process!
Can someone help!
