PGWP Extension and Maintained Status

I'm currently on a PGWP and I am extending it due to my passport expiring in a couple months, I plan on fully submitting my paper application next week. I just have a question regarding my maintained status once I do submit. After a phone call with the IRCC I recieved a help email and was told "By submitting your application on or before the expiry date of your authorized stay, you will have maintained legal status and the authority to work without a permit until a decision is made on your application.". Does this mean that as soon as I mail out my application that I am automatically have maintained status until my application has been processed?
