In a democracy you have two options.

  1. Gun down everyone who gets in the way of reforms you wish to implement
  2. Successfully convince everyone who gets in the way of reforms you wish to implement that you do not, in fact, plan to gun them down

Nothing else will do.

In consequence, yes. Polarization is the biggest issue. People are S C A R E D that whatever you do, you'll use it to have them gunned down later down the line. As long as that fear is not laid to rest (or proven correct, dealer's choice) they'll do EVERYTHING in their power to lock down, delay, obstruct & drain funding & support from whatever it is you wish to improve about the place.

Not because they hate you in particular, but because they believe you hate them, and if they so much as give approval to a housing or industrial subsidy the streets will run red with their blood in the next 5 - 10 years.
