This one of those bills that I feel like should have been part of Icenian law a long time ago, it essentially forces mods on the Icenia_Citizens group to do a background check on any new player they decide to add the group.

The consequences for not doing this properly are harsh, but since this is a very important subject Id rather have people be forced to pay attention than to keep our current system where criminals (sometimes even with active bounties) keep being added to our groups simply because people are too lazy to do a simple search on reddit.

Section 1.

1) Before adding any new player to the Icenia_Citizens group the mod is required to conduct a background check on the player by searching for his/her in game name on reddit and looking up the results

2) A mod may not under any circumstances accept any individual with an active bounty to be added as a citizen of Icenia unless this is authorized by a member of the council

3) The mod must, based on the information found on reddit, judge whether or not the player should be allowed to receive citizenship in Icenia

4) Upon adding the player to the Icenia_Citizens group the mod is required to modmail Icenia with the IGN of the player that was added to the group

5) Failing to properly execute any of these steps will result in the moderator losing their status and being forced to pay a fine to be determined by the council on a case-by-case basis
