Enacting a cobble-smooth stone converter.

In order to get more cobble to use for smooth stone creation and to promote better protection of buildings I have decided to implement the "cobble buy back program"
There will be chests throughout the city in which an exchange will be set up where for every two stacks of cobble put in you will get one stack of smooth stone.
I am also planning on designing a quarry in Icenia. This quarry will be an area of our land where citizens and non-citizens alike are free to dig for stone materials underground without going into private land.
