Strategic Plan materials/guides?

Looking for some wisdom here. I've recently taken over as director, and the last strategic plan was done in 2008, and focused on physical infrastructure.

I'm looking to refocus the IT department, and grow it as a support entity, with a lot more involvement in business processes across multiple departments. I've got buy-in from my management at this point, but I'm dealing with a lot of resentment from other departmental heads over things that have or haven't happened in the past. (Right now the complaint is 'what does IT do for us anyway?).

My next step at this point is a strategic plan. The hope is that involving them in the research stage, and having the managers committee approve this before it goes to the board will resolve a number of political issues, while giving me the backing to start expansion.

That said, I've never done a strategic plan.

I'm doing plenty of googling, but not finding much of relevance yet. There's a lot out there for businesses, but a lot of that doesn't apply to us as an internal department. There are some great IT plans out there completed, but that doesn't help me see the tools they used to build them.

Currently, the next couple weeks are going to be writing up some stuff on what services we actually provide for everyone.
Starting in a couple of weeks-interviews.
My plan is to take those results and then do a SWOT analysis, and go from there.

I was hoping that there might be some resources you all would recommend. Books/paid resources are fine, free is good too. I'd really like some ideas in terms of questionnaire questions or interview questions. Anything that has helped you complete your strategic plans would be helpful.

(And yes, I'm aware that some companies are moving to more 'agile' planning for IT, but that doesn't fit what I need here.)
