How to know when to look for a new position?

Been in the helpdesk/desktop support role for about 4 years now (Computer Science Info Systems major). Most recently moved to a new city last summer and got another helpdesk position at a company. I took a pay cut to accept this job (was at 53k now at 47) but when I moved I didn't have a job so I had to take whatever offer came first.

Now, 6 months later, I'm quite fed up with the position and the salary. Most recently I found out I will not be eligible for a 1% raise until 2019, 1.5 years after I start. On top of that, I have been given more responsibilities this year and my boss will be more on top of my work, and the work I'm doing here kind of frustrates me (I feel like I can be doing more with my career than fixing people's printers).

And the knowledge that I won't get an increase in pay is quite discouraging.

I have been passively looking and applying to other positions (mainly junior sysadmin positions, whatever I can find there). I know what I am currently making now isn't that bad, but money can be tight at times and to be honest I'm not entirely happy where I am. It is a good place to work but I feel like I can be doing better.

But is 6 months too soon to leave a job like this?
