Employer changing job posting after internal applications were closed. Normal?

I understand that my employer doesn't have to tell us applicants anything but I felt a little shocked when coming into an interview for a IT Manager position (pretty much a systems admin position as there is only one person in the department.) I was then told they were looking for a Director of IT by the current Director of IT\Director of Service.

I don't currently have the credentials to even qualify for this job (2 years with the company, 1.5 on helpdesk, 8 months in current role as an Analyst, first IT job.) but felt that I had wasted time by applying for this position that is pretty much a senior level position. He said they wanted to bring me back for another interview. My question is, is this normal? Should I see this as a red flag? I also was hoping that I could use this opening to get into the systems administrator role and get more into general IT as my current role is copier and printer centric. Thank you for any insight.
