Serious issues finding employment.

I am fortunate enough to be currently employed, but I am miserable in my current position. To compound the problem I am looking at moving out of state for future jobs. I am honestly paranoid and have a few issues I think might be a part of the problem, but I am not sure if they are legitimate concerns. I am looking for some general advice or tips that might help me moving forward.

I have two college degrees, a associates in computer networking, and a Bachelors in information security. I have a solid 4 years of experience working for a fortune 500 company as a Network Technician. I have a long list of things I have accomplished that sound impressive.

Now the things I feel may be problems: my degree is from ITT Tech, and it has a terrible reputation (of course I regret it, but I can't change that). I have worked in every major area in IT, but not enough to be considered a engineer in anything. Every interview I get goes great, but due to lack of experience in a engineering role is always mentioned as a concern. Even in my current company, I have been denied for every possible promotion due to the fact that they want someone currently in a engineering role. Another concern is I have some volunteer and freelance work when I was in college, but the work I performed is so unimpressive, that it's embarrassing to even talk about when interviewing for a engineering role. Is it even worth it to keep that experience on my resume, even though it adds about 4 years of experience?

My dream job would be in information security, but i can only justify a few months of IT security experience at my current job. I only have one certification, for a application I manage, and I will soon get ITIL certified. I am reluctant to get other certifications, because I am a terrible test taker and have no time to study. My strong suits are when I am performing hands on work, and I am pretty bad at selling myself to people. I can't seem to get a break, and find a job willing to pay my salary and give me a chance.

I know I can perform the job duties of 99% of IT jobs and excel at the work that I do, I just can't get my foot in the door.

I also apologize for the messy wall of text, I've been looking for jobs frequently for 8 years, and I have only had 1 job offer. I am confused and concerned I am doing something majorly wrong.
