Can I ask the IRS to apply my 2021 refund to my 2020 return? (‘20 return filed but still hasn’t been processed)

Title says it but let me know if you need more info.

I filed my 2020 federal return by mail 2 weeks after the deadline and sent a check for the amount owed. The tracking showed it was delivered a week after sending but then the tracking status changed to in transit and it’s been like that since Summer of 2020. Check I sent for 2020 return was never cashed.

I’m owed a refund for 2021 that’s more than my liability for 2020. If I file my 2021 return by mail, can I include a letter asking them to apply my 2021 refund to my 2020 liability?

I may be way off, but would appreciate any advice thanks!
