Scott Dixon, Mike Hull and strategy

I'm a long time Indy fan and a Scott Dixon guy in particular. Here's what I don't/can't understand. Why is it team Ganassi - and Dixon/Hull in particular - keep snookering these guys (the rest of Indycar) on fuel and tire strategy? They race 17 weekends a year, have the longest off season of nearly any sport, but no one can figure out what Dixon/Hull are doing? In football they spend the off season figuring out the other teams' weaknesses. Can no one replicate Scott Dixon's driving style of saving fuel and tires? I don't hear of anyone even trying (except for Rossi when the 500 worked out for him). Do the other big teams (Penske, Andretti, Arrow/McLaren) not want to win on strategy? And if that's true why aren't some of the "not quite so fast" or "not quite so well funded" teams give it a shot? The interviews at the end of the races "Oh, we got Dixoned again" and "That's Dixon being Dixon" or "He's inevitable like death and taxes" are very complimentary to Hull/Dixon (and extremely satisfying to his fanbase) but it just seems stupid.

example: At Gateway they all had the new softer compound tires. On Friday basically no one knew anything about them. During Sunday's race everyone was getting off of them by 40-41 laps. Dixon goes 60 so he can make it on 3 stops instead of 4. Is he just that much better than everyone else at tire wear? Or was no one else even willing to allow the possibility that the tires might last that long and so just assumed it couldn't be done? And you know what happens when you assume. Which is what Dixon/Hull did to the entire field on Sunday.
