Why are we required in my Local to pass a state license exam through the apprenticeship, but not those who organize in?

I know that each Local and/or the state it’s located in can have different requirements and what not. But was wondering if this was something that is typical elsewhere. I’m out of local 558, and in our apprenticeship we require that the apprentices pass written and hands on craft certification exams in each year of school before they can continue on to the next year or receive their next raise. That being said, also required to pass the state license exam in order to swap your ticket over and become a JW. So when someone wants to organize in, they’re SUPPOSED to be required to take a hands on test (I know several that haven’t but not the topic I guess) and pass it before joining, basically all of our apprentices hands on certifications combined into 1, believe they’re given 8 hours to complete it. They’re not required to pay for and pass the state license exam though like those that went through the apprenticeship. No hate to organized members at all here by the way, met a few of the best electricians that happened to have organized in. Just not sure why apprentices have to pay for the license fees and what not (multiple times if they fail) and be required to pass it before being able to top out but not an organized member. We aren’t required to maintain our license after receiving our JW ticket though, not sure what it really does for us. Just curious, it’s been brought up more lately because the exam was changed recently and it’s been MUCH more difficult for those taking it so far.
