Car steering wheel issues

I've had this issue since purchasing my car, I've went back to the dealership countless times and they keep claiming it's normal when I know for a fact it's not. (I've seen others complain about it). When I go to mechanics, they say they don't want to mess with it because it should be covered under warranty or it will cost a lot. What should I do?
