Why does antlered/antlerless matter

New hunter here. In preparation for my first deer hunt I've been doing a lot of research about hunting myself since I don't know anyone who has experience. I live in a CWD area of Tennessee and I saw that we have a "Earn a Buck" program in which you can earn extra antlered deer so long as you submit an antlerless deer in for CWD testing whether the result comes back positive or negative. So theoretically you can hunt an unlimited amount of deer. Additionally if you get 2 or more positive deer they give you a sportsman's license for the following year which is usually $170 here. My question here is why are antlered deer the "prize" and why are antlerless basically cannon fodder? Why could it not just be submit any deer and get the chance to hunt any other deer?

Also I plan on going squirrel hunting as soon as I get a gun before deer season start for practice and to scope out the public land near me. Any tips in my DM would be much appreciated
