Is the AMD 5700 not good enough to run the game?

Been playing this game for a while not but after the engine update, the only thing that happens when I load up is a black screen with the red cursor. Also I will hear the start up sounds and the games music. Everything is updated but I still cannot play even after the last update. Do I need to buy a new graphics card or could there be some other problem?
