I would like just one Big city, where the streets and groundlevel are swarmed with grunts and so the main way of traversing would be the upper floors and roofs with makeshift bridges, Water- and Lookout Towers. The different hight in Buildings would bring cover and the Danger of falling is all Present.
Hives and Complex routes would be the main difficulty on the Rooftops, because the swarm can fly over the gaps.
