Around the time the Catching Fire film came out there was a lot of promotional material. One that caught my attention was the Panem Quarterly Census. My guess was that Panem does a census every 25 years with the Quarter Quell. I remember the Capitol’s population was 96,463. Obviously the information we learned from the films should be taken with a grain of salt and not necessarily canon but it still got me thinking. In the previous film during the tribute parade Caesar mentioned over 100,000 people in the crowd which seemed odd if the city population wasn’t even 100,000 to begin. Adding up the population of twelve districts and the Capitol based on the census ended up being 1,905,286 people even though the official census had the population of 4,556,778. This had me wondering if the remaining 2,651,492 not included were a combination of Capitol citizens and Peacekeepers (possibly also meaning the district populations were larger not counting those as part of the military) living in the districts and not counted as part of the official populations. Like I mentioned before none of this would likely be canon anyway but it did have me wondering if the reason the Capitol had so much power wasn’t necessarily because they were the 1% but because they were the majority. I imagined each district had its own section reserved for Capitol citizens. Especially those who had a more direct influence in the districts to ensure they produced quotas. In the Ballad of Songbirds and Snakes it was mentioned that the Crane family invested in the travel industry, specifically vacation destinations in the districts so I could see this being possible.
