I’m writing a fic about the first quarter quell, where the tributes are voted for instead of randomly chosen. My question is, who do you think voted for them - was it everyone in the District or just the kids in the reaping pool voting? I can see all the kids voting but I can’t see the adults voting because like who would put another family through that?
