Do you think that Snow would have killed Joanna and Annie sooner if it weren't for Peeta? I mean what else could they possibly gain from keeping them aside from Katniss being brought to 13, which they would eventually know.
Also, I think Katniss would not be as keen on being the Mockingjay if Peeta would have been rescued with her during the end of the 3rd Quarter Quell since Peeta is already safe and she's not even close to Joanna and Annie.
