The rebels should have held hunger games with Game makers and other people who helped with the hunger games

After the 2nd rebellion, many wanted to host a hunger game with capitol children. Although it was shot down and was exposed for being wrong, I'm curious why they didn't just hold hunger games using past game makers and others who helped the efforts of the hunger games. No more innocents die, and they get a taste of their own medicine. Thoughts?
