Well, Tigris is said to be 21 in BSS which takes places during the 10th hunger games and that means she is 87 by the time Katniss meets her at the capitol. I cannot textually remember how she was described during that part in the books but I am pretty sure it is not mentioned that she is or looks old... However it still makes sense, you can't deduce that since it is not really clear what is behind that cat prosthetic and fur coat. However, it does feel wierd for the films cannon as Tigris does not sound, walk or even look as an old person, she is actually very tall and young looking.
