D-Ring Question

Hello, I own a 07’ H3 and I was wondering if the D-Rings should be able to move up and down or are they supposed to be in a fixed position? I am planning to flat tow it to a mechanic to fix the transmission and was wondering if it was wise to tow it via the built in d-rings(which are painted over btw) I know this community is pretty dead but I thought it may help to ask, Thanks!
