Why are the rules so strict? No diving masks, no water wings, no changing in the stalls, no sitting on shoulders... Watched them blow a whistle and yell at several people to "get out of the lanes" (that were empty!). And what's wrong with a modest person wanting to change in a bathroom stall instead of the open area of the locker room?

I'm genuinely asking, as it seems an order of magnitude more draconian than any public pool I've ever been to
