Have there be a period of one turn between an Empire constructing an extractor and other Empires being able to purchase it.

Unless you break the luxury agreement/alliance, any AI you trade with who has patronage unlocked will automatically create a manufactory for a resource you begin extracting (given that your new extractor puts them in range), before you even get the chance. Perhaps it's intentional, even so I find it very unsatisfying, and is another reason I wish we could opt out of simultaneous turns.

Note: In the case of the extractor being invested in by a Merchant Empire I find it more acceptable, since that's part of their shtick.
