Cities should have a method of feeding each other.

Currently there are diminishing returns when it comes to a surplus of food on a city. There should be a mechanic that allows cities with heavy surplus to distribute some of their food to other cities. Machu Pichu kind of accomplishes this, but that generates food instead of distributing it, and is a wonder at that.
