Why is Hulu (and Amazon prime BTW) missing episodes if they have an entire series?

I'm actually just curious why this is and I can only point out the current series I'm watching as an example (Wings)
They both have all 8 seasons but are missing random episodes in most of the season. Is it just a coincidence or could they not get the rights to certain episodes or what?
