House exterior walls are bubbling and underpayment is failing. How to fix?

I have had professional paint our house twice and within a couple years it looks like this again. What specifically do I need to do to remedy this? I will start with scraping this all down as best as I can. What do I use to fill the holes before sanding? Then two coats of Drylock? Then good exterior paint?
Any help greatly appreciated. I am going to try it out on these walls before attacking the house.
