Germinating hot pepper seeds

Hey all. I will be trying to germinate hot pepper seeds in the coming months.. I keep reading that 85-90 degrees is ideal and that I'd have to buy a heating pad to do so.. I'm not sure if I want to spend $30 just to germinate a few seeds, but I am wondering if anyone has had success germinating at lower temps like 70s? I experimented with using a light bulb in a box to increase temperature and I can get to around 75.. could this work?
