Is cross-save broken?

I downloaded the game on both an IPad and an IPhone using the same Hoyoverse account, however when I log on with my phone, Iām back in the initial tutorial bit before you choose the MC. Is this intentional? Are cross saves not working?
Edit: Check what region you are on people, signed, a brand new European.
