My bike won’t turn on!

Bike is in great condition. Have had it for 1 years now. I went to turn it on one day and it just wouldn’t turn on. Is it the battery? Or switch? Is this red cap supposed to be attached to anything? Any advice would be appreciated!! Thank you!
