Where did Delta D / D come from? Why was it used?

Judging from the way the solution was simplified. Is it correct to assume that the reason "k" was used instead of 4.7 was because it was easier to cancel with the denominator? Also, how did Delta D / D simplify to (2/3)(Delta W/W)?
