Home builder failed to initially waterproof outer walls. Is this repair within industry standard?

My recent inspection of my new build left me to discover my builder failed to install the water barrier (among other things) on the outside walls of the home where they had installed some stone and now am currently in a situation where I do not know how to address this with the builder.

To summarize, upon my arrival to my house for a vendor consult, I see tradesman using shovels and hacking at the stone on my home in a attempt to remove as much as possible.

The result of this hack job is a sea of holes/cracks/exposures in the concrete blocks and failure to remove all the stone.

Being how Iā€™ve been patient, I make the kind assumption that this would be cleaned out before they were to install the barrier and replace all the stone they ripped off.

Sadly, I showed up today to a bright blue homeā€¦ and (sadly) not to my surprise, they slapped that shit right on topā€¦. Iā€™ve brought it up to the builderā€¦. At this point Iā€™m very disconcertedā€¦.

Any advice on how to approach this with the builder. Iā€™m supposed to close in 5 weeks.
