New Build SEER Requirements?

I'm building a new home in Georgia and walked through my construction recently and noticed that our air handlers are 14 SEER. I was under the impression that 14 SEER could no longer be installed after Jan 1, 2023, in the Southeast. Is that wrong? Outside units haven't been installed yet.
