Flat ale..why?

Made an Irish red ale and added some cinnamon and nutmeg in the boil then added some rum soaked cherries and raisins in the secondary. I was trying to get around 7 ABV but ended up around 8.2. After more than 2 weeks in the bottle decided to try. Taste isn't bad but absolutely flat. Used priming sugar. Any idea what I did wrong?
