What do you do if the yeast fails?

I brewed up a dry Irish stout. Went by the numbers. All seemed fine. Plopped the yeast in at the end and put the carboy in a cool dar spot. Checked two weeks later and no yeast head. I have to do a gravity test but I'm pretty sure the yeast failed to ferment. Can I reuse the wort and add more yeast if the gravity test shows no, or little, difference? If so, do I need to reboil or just pitch the yeast again?
