Need help with Homebrewing Program

I work as an RA at my college and I'm trying to put together an educational program for my residents on how to brew beer. The college I go to is fairly conservative. We have a dry campus, but the director of student affairs is supportive of having the program and thinks it will be ok, but said the decision is above him. He wants me to write a brief proposal in order to obtain approval to go ahead with the program.

I was wondering if anyone could help me think of a few main points to include in the proposal. Any suggestions are welcome!
