Can i turn in a pc to a server

Hello everyone recently someone I know said that they are selling their own VPS I don't know if he just rented a server and would just give the root password for it and call it his own VPS or he turned his PC into a server
I was wondering if I could turn in a PC to a server that I can use kind of like a VPS. I would also like to have virtual machines running on it and give access to specific people to the VMS. Is this possible and what are your tips?
