Power efficient NAS build

Hi I'm looking on building a new diy NAS!

Currently I run an exlease SFF HP Elitedesk 800 G1. But concerned about it's power consumption. I intend to run it 24x7 for use with plex streaming (no transcoding). I would like to host atleast 2 3.5" HDDs, more the better.

Since I have low cpu requirements I ideally prefer an SBC (like pi 4), but I cannot find a case for 3.5" drives!

I'm inclined to go with this "Very Quiet (10W, 26.8L)" featuring an ASRock J5040-ITX but with a Thermaltake Core V21 SPCC Micro ATX Cube Computer Chassis. But need to source compatible passive cooler and PSU in the aussie market... Any recommendations?

Or are there any alternative build recommendation for my use case?

Budget 200-400usd.
