E5-2699 v4 jack of all trades?

I'm in the process of building (or getting?) a home server where i want to learn pretty much everything that my heart desires (proxmox ve, Active directory, hosting game servers etc.)

I was wondering if this cpu would be enough for my needs. I just got a sweet deal on a HP Z640 (e5- 2660 v3, 32Gb Ram) which only cost me 160€. I could get 2699 v4 for like 150 Bucks. Or i could go all out get 2 of these for 300 and an additional 150€ CPU riser card.

Does it make any financial sense?

single cpu configuration: 310€ dual cpu configuration: 610€

Another question that comes to my mind is if disabling few cores would get me a higher all core clock. The 2699P v4 is sadly not available.
