Can someone help me understand bufferbloat better?

Okay so I’ve never had bufferbloat issues in over 10 years of having internet then a couple months ago my internet kept cutting out and we had an engineer round who fixed the dropouts but ever since it seems like I have bufferbloat? That was on our FTTC 30 down & 9 up but since then we’ve upgraded to FTTP 150 down & 30 up and I’m still experiencing this same issues both with and without Amazon Eero’s SQM settings.

If you look at my recent threads you can see I’ve had problems trying to figure out how to fix my ping spikes and in my basic understanding bufferbloat occurs when you use your maximum bandwidth? I get these issues when the only devices on are my PC (which is idle bar discord) and my PS5 playing an online game, none of which are downloading anything.
