New build ethernet wall ports not working help appreciated!

Came across this sub and have done some research but id like some help if possible.

I moved in to my new build a week ago and bt broadband was activated today.

Prior to moving in I had an electrician add a third ethernet port in the second bedroom making three total (lounge bedroom 1/2)

I have connected the bt homehub to wan from ont and then connected both patch panels to lan ports as shown on the picture, is this correct?

When I connect the right patch panel port to the hub and connect my pc to the downstairs port it shows an unidentified network and ip begins 169 so is not receiving properly. The two upstairs ports do not work at all when connected.

Any advice sincerely sought before I get an electrician out at high expense.
