Fast download and upload speed, but slow internet.

I have really good download and upload speed and my internet has always been fine with no issues. but lately it's been super slow alot of the time like i can't load videos on youtube or search things without it loading and it wasn't like that before. I can still download things fine but video loading on twitch and youtube and searching is so irritating and I don't know what to do. Restarting doesn't do much and I flushed my dns and all that and still nothing. Any fix? thanks!
