How to setup Hotspot/WAN?

I used to play warcraft with my friends on my old macbook. i remember there was an option on my macbook where i could setup a hotspot/wan (idk what the correct term is) so that we could play together via LAN i think.

I noticed in newer windows laptops, the hotspot feature only works when the host computer is connected to the internet. is there a way around the internet requirement in setting up a hotspot/WAN like how it works with mobilsle phones? Thanks!

edit: i think the term im thinking is WLAN instead of WAN sorry.
