Traveling wifi router

Hey Gang, So I have this traveling desk setup for work (we call it a workbox) and inside of it I have my computer setup. So I travel 345 days out of the year for work so the box is always in a different place, sometimes theres wifi sometimes theres a cable. I would like to have a router setup between me and whatever the local connection is so that I may share this with my phone and ultimately a freenas box I will be building. I would also like for the box to somehow maintain the same public IP so that I can remotely access the freenas box when I'm not at work. your guidance in this matter is much appreciated
