Plumbing system pressure

Having a problem with the plumbing system in the house. Whenever I use the water and turn it off, it seems like it is sucking air/water from the hose bibs. One hose bib has a backflow preventer, and you can see it spraying out water when i turn off the bathtub water (video). This happens whenever the water is turned off from various fixtures so it seems systematic. Another hose bib you can hear a groaning sound. Any thoughts on what the issue is, and how to fix??
